Filer vs Non-Filer Tax Calculator — Pakistan 2026

See exactly how much more a non-filer pays than a filer in Pakistan on a property purchase or sale, vehicle registration, bank profit, dividends and cash withdrawals — and the saving from joining the ATL.

⚠️ Rates change with every Finance Act. The withholding rates and vehicle bands below are as reported for the current year by Pakistani tax advisers and have not yet been checked against the FBR's gazetted First Schedule. Treat the comparison as indicative and confirm the exact rate for your transaction.

In short

In Pakistan non-filers (not on the FBR Active Taxpayers List) pay about 3.5× the filer rate of advance tax when buying property (10.5% vs 3%), 2.5× when selling, three times the vehicle registration tax, 35% instead of 15% on bank profit, 30% instead of 15% on dividends and 0.6% on cash withdrawals over PKR 50,000 — all avoidable by filing a return on IRIS.

Who this is for: Anyone in Pakistan about to buy or sell property, register a vehicle or hold savings who wants to see the cost of staying off the ATL.

Not tax or legal advice. Withholding rates and vehicle bands change with each Finance Act and have not been checked against the gazetted schedule; use the comparison to understand the scale of the difference and confirm the exact rate before a transaction.

Why non-filers pay more — and how much

Pakistan's withholding regime charges people who are not on the FBR Active Taxpayers List (ATL) higher rates on almost every traceable transaction. As reported for the current year:

TransactionFilerNon-filer
Buying property (236K)3% / 3.5% / 4% by value band10.5% / 12.25% / 14%
Selling property (236C)3% / 3.5% / 4%7.5% / 8.75% / 10%
Vehicle registration (231B), e.g. 1,300 ccPKR 25,000PKR 75,000
Bank profit (151)15%35%
Dividends (150)15%30%
Cash withdrawal over PKR 50,000/day (231AB)0%0.6%

Since 2025 non-filers also face restrictions on buying property and vehicles above set values and on opening certain bank accounts. Many of the higher deductions are adjustable — refundable against your real tax — but only if you file a return, which is the point of the policy.

Becoming a filer costs nothing beyond the time to file: register on FBR IRIS with your CNIC, submit the return for the last tax year (a nil or salary-only return is fine), and pay the PKR 1,000 ATL surcharge if filing after the deadline. The ATL is updated weekly.

Assumptions

  • Rates and bands from the Pakistan rules file (reported for the current year, not gazette-checked): 236K/236C bands with non-filer multipliers, 231B fixed amounts by cc, 15%/35% bank profit, 15%/30% dividends, 0.6% cash withdrawal above PKR 50,000.
  • Difference = non-filer − filer for the single transaction entered.
  • Late-filer intermediate rates and sector-specific dividend rates are not modelled.

Worked example

Buying a PKR 20 million house

Filer: 3% × 20,000,000 = PKR 600,000 advance tax, adjustable against the year's income tax.
Non-filer: 3.5 × that = PKR 2,100,000 — PKR 1.5 million more, for not filing a return that costs nothing to submit.

Frequently asked questions

What is the difference between filer and non-filer in Pakistan?

A filer is on the FBR Active Taxpayers List because they filed last year's income tax return; non-filers pay higher withholding tax rates — 2 to 3.5 times more — on property, vehicles, bank profit, dividends and cash withdrawals.

How do I become a filer?

Register on IRIS (iris.fbr.gov.pk) with your CNIC and mobile number, file the return for the previous tax year, and pay the ATL surcharge if the deadline has passed. Your name appears on the next ATL update.

Is the non-filer tax refundable?

Most advance taxes (property purchase, vehicle) are adjustable against your assessed tax if you later file; bank profit and dividend tax are final and not refundable.

Do overseas Pakistanis pay non-filer rates?

Non-resident Pakistanis with a POC/NICOP and no Pakistani-source income can be treated at filer rates on property purchases under a 2024 facility after verification via IRIS; otherwise they file a return like residents.

How much tax does a non-filer pay on property in Pakistan?

About 10.5% of the value on purchase (vs 3% for filers) and 7.5% on sale (vs 3%), rising with value bands.

What is the benefit of becoming a filer?

Lower withholding on property, vehicles, bank profit and dividends, no 0.6% cash-withdrawal tax, and no restrictions on buying property or vehicles.
