In short

UAE e-invoicing becomes mandatory on 1 January 2027 for businesses with revenue of AED 50 million or more, and on 1 July 2027 for all other VAT-registered businesses. Invoices must be in PINT AE (UBL 2.1 XML) format sent via an accredited Peppol service provider.

Who this is for: UAE finance teams checking which e-invoicing mandate phase and date applies to their business.

Not tax or legal advice. Mandate phases and dates reflect publicly announced FTA guidance as summarised by third-party sources at the time of writing and can be revised. Confirm your exact obligations and timeline directly with the Federal Tax Authority or an accredited e-invoicing service provider.

How the UAE e-invoicing mandate is phased in

The UAE is rolling out mandatory business-to-business and business-to-government e-invoicing in the PINT AE format — a UAE-localised UBL 2.1 XML standard delivered over the Peppol network via an accredited service provider (Access Point). A PDF or scanned invoice will not satisfy the mandate once it applies to you.

  • Phase 1 — 1 January 2027: businesses with annual revenue at or above AED 50 million.
  • Phase 2 — 1 July 2027: all other VAT-registered businesses.

A pilot phase opened in July 2026 for early adopters and service providers ahead of the mandatory dates.

Assumptions

  • Phase 1 applies at revenue of AED 50,000,000 or more; Phase 2 to all other VAT-registered businesses.
  • Days remaining are counted from today's date on your device.
  • Voluntary early adoption and future phase extensions are not modelled.

Worked example

Trading company, AED 22M annual revenue, VAT-registered

Revenue is below the AED 50M Phase 1 threshold, but the business is VAT-registered, so Phase 2 applies: mandatory from 1 July 2027. With roughly nine months' lead time from today, the practical next step is selecting an accredited service provider and confirming ERP compatibility well before that date rather than waiting for it.

Frequently asked questions

Is a PDF invoice enough?

No. Once your phase applies, invoices need to be issued as structured PINT AE (UBL 2.1 XML) data transmitted over Peppol — a PDF can still be generated for the customer to read, but it is not what satisfies the mandate.

Do I need to do anything before my mandate date?

Yes — selecting an accredited service provider, testing your data flow and cleaning up customer/supplier records typically takes weeks to months, so starting only when the date arrives is risky.

What if I'm not VAT-registered at all?

E-invoicing is tied to the VAT/e-invoicing programme, so if you're not VAT-registered you're not yet in scope — but keep an eye on both your VAT registration threshold (AED 375,000 mandatory) and future mandate phases, which may expand over time.

What is PINT AE?

The UAE localisation of the Peppol International Invoice (PINT) format — UBL 2.1 XML with UAE-specific rules such as TRN fields and VAT categories.

Do I have to send invoices through a service provider?

Yes. Under the UAE model, invoices are exchanged between accredited service providers on the Peppol network, which also report the tax data to the FTA.
