In short

Up to 50% of Social Security is taxable when provisional income (AGI + tax-exempt interest + half of benefits) exceeds $25,000 single / $32,000 joint, and up to 85% above $34,000 / $44,000. The 2026 $6,000 senior deduction (per person 65+, phasing out above $75,000 / $150,000 MAGI) offsets much of that tax for moderate incomes, but benefits remain technically taxable.

How Social Security benefits are taxed

Provisional income*Single / HoHMarried filing jointlyTaxable share
Below$25,000$32,0000%
Between$25,000 – $34,000$32,000 – $44,000up to 50%
Above$34,000$44,000up to 85%

* Provisional (combined) income = AGI excluding benefits + tax-exempt interest + half of benefits.

  • The tax torpedo: in the phase-in range each extra dollar of IRA withdrawal makes up to 85 cents of benefits taxable too, so the effective marginal rate can reach 40%+ even in the 22% bracket.
  • Senior deduction: $6,000 per person aged 65+ for 2025–2028, phasing out at 6% of MAGI above $75,000 (single) / $150,000 (joint) — on top of the age-65 addition to the standard deduction.
  • Withholding: you can ask SSA to withhold 7, 10, 12 or 22% (Form W-4V) to avoid estimated payments.

Assumptions

  • Provisional income = other income + tax-exempt interest + 50% of benefits; taxable share = lesser of 50%/85% tiers per IRC §86.
  • Standard deduction plus $1,650 / $2,050 per aged or blind addition; $6,000 senior deduction per person 65+, phased out at 6% of MAGI above $75,000 / $150,000.
  • Federal tax from the 2026 brackets; no state tax.

Worked example

Single, 67, $30,000 of benefits, $40,000 of IRA withdrawals and pension, no tax-exempt interest

Provisional income $55,000 — above $34,000, so $22,350 (74.5%) of benefits is taxable; AGI $62,350. Standard deduction $18,150 ($16,100 + $2,050), senior deduction $6,000 (no phase-out at this MAGI) → taxable income $38,200, federal tax about $4,336. The benefits add about $2,682 of tax, and the next $1,000 of IRA withdrawal is taxed at an effective 22.2%.

Frequently asked questions

Is Social Security taxable in 2026?

Up to 85% of it, once provisional income exceeds $25,000 (single) or $32,000 (joint); below those thresholds none is taxed. The new $6,000 senior deduction reduces the tax for many retirees from 2025 to 2028.

What is the $6,000 senior deduction?

An extra deduction for each person aged 65+ on the return for 2025–2028, phasing out at 6% of MAGI above $75,000 (single) / $150,000 (joint); it is in addition to the standard deduction and its age-65 supplement.

How can I reduce tax on Social Security?

Draw from Roth accounts, use qualified charitable distributions from IRAs, spread large withdrawals across years, and consider Roth conversions before claiming benefits.

Do states tax Social Security?

Most do not; a minority tax it with income-based exemptions — check your state.

Are the $25,000 / $32,000 thresholds indexed?

No — they have been fixed since 1984 and 1993, so inflation pushes more retirees into the taxable tiers every year.

Does the senior deduction make benefits tax-free?

Not literally: the deduction reduces taxable income for everyone 65+, which for many moderate-income retirees removes the tax their benefits would have generated.
