In short
The UAE ILOE unemployment insurance costs AED 5 per month for basic salary up to AED 16,000 (Category A) or AED 10 per month above that (Category B), and pays 60% of average basic salary for up to three months per claim, capped at AED 10,000 or AED 20,000 respectively, after 12 months of contributions.
Who this is for: UAE employees checking their ILOE category, premium and the compensation they would receive after job loss.
How the ILOE scheme works
The Involuntary Loss of Employment (ILOE) scheme is the UAE's mandatory unemployment insurance for private-sector and federal employees. It has two categories based on basic salary:
- Category A — basic salary of AED 16,000 or less: premium AED 5/month (+VAT), compensation capped at AED 10,000/month.
- Category B — basic salary above AED 16,000: premium AED 10/month (+VAT), compensation capped at AED 20,000/month.
Compensation is 60% of your average basic salary over the six months before job loss, paid for up to 3 months per claim, with a lifetime limit of 12 monthly benefits. You must have paid premiums for at least 12 consecutive months before you can claim, and the loss of employment must be involuntary — resignation and disciplinary dismissal are excluded.
Assumptions
- Category is decided by the basic salary you enter: AED 16,000 or less is Category A.
- Compensation is 60% of basic salary, capped at AED 10,000 (A) or AED 20,000 (B) per month, for up to 3 months.
- Eligibility requires 12 consecutive months of contributions; the lifetime cap of 12 monthly benefits is not tracked.
Worked example
Category A (≤ AED 16,000) → premium AED 5/month
60% × 12,000 = AED 7,200 — under the AED 10,000 cap
Monthly compensation: AED 7,200, up to AED 21,600 over a 3-month claim. Eligible, since 14 months ≥ 12.
Frequently asked questions
Is ILOE mandatory?
Yes for most private-sector and federal government employees. Failing to subscribe carries a fine, and unpaid premiums can block work-permit transactions.
Does the payout include my allowances?
No — both the premium category and the compensation are based on basic salary only.
What if I resign?
Resignation does not qualify. The scheme covers involuntary loss of employment only, and also excludes dismissal for disciplinary reasons and leaving the country.
What is the fine for not subscribing to ILOE?
AED 400 for failing to subscribe within the deadline, and AED 200 for unpaid premiums over three months; unpaid amounts can block work-permit transactions.
Does ILOE cover domestic workers or free zone employees?
Free zone and mainland private-sector employees are covered. Domestic workers, investors, temporary workers and retirees are excluded.
